I heard that the 65000 visas will be split by country. i.e each country will have the maximum limit (for example UK 2000 visas, South Africa 2500, India 3000 etc )

Is it correct ?

No, except for Chile and Singapore. Those two countries receive, I
believe, 6500 H-1Bs (I'm not sure if that's each, or for both combined).
Chile and Singapore are in a trade pact with the USA similar to NAFTA. But
rather than introduce a new type of TN visa, Congress decided to use some
H-1Bs for this purpose.

Not sure about that but I read on another site this morning that the 65000 quota for this year will be fullfulled by Jan/Feb 2004 and therefor premium processing will be ended. I'm still looking into this to see how valid/true it is....and crossing my fingers that's it's not but it seems likely.
