H1B to Green Card Process

We are currently preparing paperwork to apply for a green card via the employer sponsored route. Should we hold off submitting our application until the 28th March when the new PERM regultaions take effect?

This question is way too general for any of us to answer, other than
"it depends".

For many, PERM will be an advantage; for others, PERM will be a
disadvantage. I have several clients whom, because of their individual
circumstances, I have advised not to file under PERM.
