Default H1B to F1 as a Canadian citizen

Does anybody know what is the process of changing from a H1B visa to
an F1 as a Canadian citizen? I'm now working in the states and wanted
to start as a full time student in Fall. I've heard that after I got
the I-20 from the school, I can just re-enter the states and get the F1
stamp through custom; or I can apply for the change of status by
submitting the Form I-539. Which way would be faster? And does
anybody know if it is true for the F1 through custom part or I'll need
to go to the US consulate?
