H1B 6-year rule changed?

Someone told me that with the recent change of INS regulations the former 6-year rule for
H1 is relieved. And now you can extend the H1B infinitely for one-year periods after the
initial 6 years.

Is that true? I was unable to find anything on the ins.gov site.

If you apply for greencard one year before the expire of your 6 years period through your
employer, then you can extend your H1 for one year period infinitely till you get a
decision on your greencard.
