H1-B stamping
Experts,
Say you are from country X and a company decided to sponsor you H1-B, is it possible
to receive the visa in a US embassy in country Y, say Mexico or Canada? Also is it
possible to be in the US under a tourist visa (B-2 if I recall) while "waiting" for
the H1? Many thanks in advance.

My understanding is that for the most part, the H-1B entry visa must be granted in
country X (your country of origin)... but I'm no lawyer. I do belive there are some
exceptions though. As for the B-2 to H-1B I'm not sure. I do know however that F1 to
H-1B works without leaving the country. Provided you don't overstay in that
timeframe.
If the consulate in country X has a reputation for being difficult, you may get the
(H-1B) visa easier than the B2.

In general, it is possible. The U.S. consular post in Canada or Mexico has the choice
of refusing the application, and in that case the applicant would probably have to
leave Canada or Mexico and travel directly to the home country, to make an
application there.

Yes, under some circumstances, it's possible. The person has to be sure not to
violate the terms of B-2 status.
