H1-B renewal with DUI conviction??
A friend recently had his H1-B renewal approved, and then went to his
home country, Lebanon, to get the stamp in his passport.
The US Consulate has told him he may have to wait several months
because a DUI conviction was found on his record.
He's already served the sentence (some number of hours of community
service) and his documents were all in order.
His US employer is losing a lot of money because my friend is a top
salesman at his company.
Can the US Consulate refuse to stamp his passport? If not, how long
may he need to wait for the stamp, realistically?

Did he deny any criminal arrests when he applied for his new visa stamp? If he didn't include it, then may be looking at his application to see what other derogatory information he may have left out. They may consider it a fraudulent application and deny his visa for that reason.
