Default h1 b to b2

Is it possible to change status from h1 to b2 without leaving? or
somehow petition for a
non working stay after expiration?

Yes it is possible. Acceptable grounds for COS from H-1B to B2 are "to wrap up my affairs in the USA".

Can you specify the mechanics of doing so? What form do you send in,

The processing times for this seem to be stuck around 01/15/06. My
guess is that the 2 month extension i am
requesting - will be gone by the time the folks get around to
processing it... Is it still worth filing?

I believe that just by filing for the COS, you get to stay in legal status pending the outcome of your application. You can use that time to do what you need to do and then leave, hopefully before your application is approved or denied.
