It is possible. Depending on the type of job and where the employee was
born, I would expect between two and maybe ten years processing time.

The employee would of course have to leave the USA after the visitor's
status has expired. He may also find it difficult to return to the USA
using the B-1/B-2.

In theory, and under highly unusual circumstances, what you describe
may be possible. In practice, it is not. In addition to the time
required to qualify for an employment based immigrant visa (generally
nine to twelve months for the labor certification and I-140 immigrant
preference petition approal), there is also the issue of the visa
waiting list. Presently, employment based immigrant visas for skilled
workers are only available for people with labor certifications filed
earlier than April 1, 2001. For persons born in India and Mexico, the
backlogs are even greater.
