greencard issued 03/01/2002, what day/month should she start
naturaliation process?

She has not left the US at all during all this time.

also, she has not worked or paid any taxes since getting her greencard,
would that make any difference?

Did she get her greencard on the basis of marriage to a US citizen ??

You need to talk to an experienced immigration atty on the issue of
taxes.

If that is the correct date on the card, she can apply for naturalization any time after 12/1/06. If the card was received on the basis of a marriage to a US citizen, she was eligible to apply 12/2/04.

If she was not required to file, it should make no difference! If she was required to file and didn't... well, that could be a bit sticky!
