From Green Card to Visitors Visa
Hi,
My parents got their Green Card last May 2006. They are both in California and have no jobs and living with a cousin. We, their children are all married and are not in the USA. Therefore, my parents are on their own and getting bored, missing their grandchildren who are in far away countries.
My parents would like to adjust their green card status to tourist/visitors visa status. Would that be possible? They wanted to go back to their homeland and just go to the US for a visit and not to stay in the US permanently anymore.
Please advise how could this be resolved.

There is no process to adjust from PR status to a status that is more restrictive. However, they can simply leave the US, abandon their present status, and apply for a visitor's visa if they want to visit the US. A short letter to USCIS to explain that they are abandoning their status and leaving the US would be a good idea *if* they are absolutely sure this is what they want to do. Once done... it's done!

Getting a permanent residency / Green card is so tough and laborious
that I would suggest your parents not give it up so easily. Getting a
visitor's visa (as someone right pointed) is more restrictive - and
should your parents decide to change their mind about living in the
US, they will have a problem if they have surrendered their GC.
The best thing to do is to get a reentry visa - you (your parents)
would have to cite the reason you want to leave the US for the long
period of time ad then leave the US for 1 year. But they will have to
visit back the US within the one year to maintain permanent resident
status.
Dont give up your green card so easily - there are people waiting for
the last 5-10 years to (legally) get one.

The re-entry visa will allow them to be outside of the US for up to two years. However, they will have to maintain their residency in the US, i.e. active bank account, address with their relatives, etc. in case they are questioned when they re-entry.

I-407. Has to be submitted to a consulate, since they wouldn't be in legal
status if they would do that in the US.

wouldnt give up on green card. wait the 5 year, get the citizenship then you
can do whatever you want. People wait 5-10 years for a green card, if not
more, and even then there are no sure chance of success because USCIS can be
very tough on people... its like taking classes for college and dropping out
when there are only 3 credits left.
