Hi everyone,
just wanted to find out what you guys think of this...
A friend of mine won the GC Lottery many years ago. Since that time he has NEVER
lived (settled his permanent residence) in the United States, he´s been just
travelling back and forth (about once a year) and every time spends(worked in IT
business) about 1-2 months abroad. The customs officiers have never had any problem
with this.
How is it possible that he is still holder of a GC despite of the fact that he does
not permanentelly reside in the U.S.
Could someone give me a clear explanation for this? Thank you in advance

After 9/11, INS are now getting strict. He is bound to get a warning one day when he
re enters the USA

Once a year for 2-3 months does not make him a non resident. He is still a resident,
just a few months less than the total no. of years.
