Getting a Tax ID for my mom.
My mom is in this country(USA) on a B2 visa that is valid for 6 months. I
would like to get her a Tax ID( she would be considered as my dependent even
if she did not live her because she has no income source She lives in India
and only gets pension (my father's actually) ). Is this possible?.
Using this Tax ID then, can I deduct my expenses for her and claim her as a
dependent?.

Yes - get her to apply for an ITIN. She doesn't have to be physically in the USA
to get an ITIN. All she needs is a copy of her passport pages stamped by a
consular officer (costs $30 USD) in the US Consulate of her home country.

about whether you can declare her as a dependent if she is just visiting
you on a B-2.

I'm not a tax expert, but you would be wise to consult with a tax expert
on this. It is my understanding that you can generally only deduct
expenses for US resident dependents, or at least that the rules would be
different.
In this context, it is irrelevant whether the has an ITIN or not - in
fact, I don't think she can get one unless she engages in some kind of
tax-related activity, such as opening a bank account.
