Yes, to my knowledge that is allowed. Legal permanent residents are exempt
from the passport requirement.

Yes.

Sure, but can we be 100% sure that an LPR without a passport would even
get to the POE? In other words, would foreign governments let sb without
a passport exit and would airlines let sb without a passport board a
U.S.-bound plane?
I have crossed the US-Canadian border (on foot or in a car) several
times without a passport, but so far I have not dared to fly between the
U.S. and Germany without my passport, although it should theoretically
be possible to use just my GC and my German national ID card (which is
almost identical to the picture page in a German passport.)
Cheers,
Thorsten

Re: GC entering US without foreign passport
Yes, some airline at a foreign country do allow us citizens and permanent
residents board US bound planes without a passport but can show some form of
U.S. Govt issued IDs (state driver license, birth cert, greencard).
I just wonder if US would allow permanent resident to enter by just showing
the green card now that everything are so tight down, esp. with the
fingerprinting of foreign visitors, etc.

But when permanent LPR reenter US the USCIS agent stamps the passport and without a passport or expired passport where will the agent put the entry stamp?

Re: GC entering US without foreign passport
I actually did enter the US with just my GC. This was about six months ago
at the Tijuana POE. I did have my passport in my pocket just in case.
The other time, I entered at Washington's Dulles Airport coming from
Frankfurt. The officer did ask me if I had my passport, so I showed it to
him, but I don't think I would have had a problem if I didn't. This,
however, was pre-9/11.
Thorsten does have a bit of a point in that you may have problems getting
into or out of other countries without a passport. Technically, most
countries do require you to have a passport even if you are their own
citizen. They can't legally deny you admission (based on international
law) but they can penalize you. The situation is similar for leaving the
country.
Airlines usually wouldn't give you too much fuss as long as you have a
Green Card; they are very familiar with that document.
All that said, I agree with Thorsten. Personally, I'm planning to not
leave the USA once my passport expires until I'm a US citizen (which
hopefully will be shortly thereafter).
