Finger print question

I wonder if anyone knows the answer to this question.

When applying for a green card, is the finger-printing process purely for the purpose
of checking applicats' backgrounds or does INS have a sophisticated central
fingerprint database through which they know if one has applied for a green card
before, even if the name is different. I mean, do they use the fingerprint to check
on so called "duplicate" applications under different names. [this is assuming the
applicant has no criminal records whatsoever.]
