This is true internationally !! Example : IRS in Poland attacks only
companies who cannot defend themselves since the companies cannot
afford to hire tax advisors.
Our company had a large VAT (former financial director was a joke!)
due from IRS – and since we can afford to employ Ernst & Young, IRS
gave the money back within a week from submitting the application.
Before we had a few calls from damn IRS officers saying that our case
will be rejected and that we shall forget about the money. Guys from
E&Y wrote an explanatory letter and those ppl in IRS were probably
frightened once they opened the envelope and saw the E&Y letterhead.

The case is probably similar with immigration. Once BISC knows that a
particular application is supported by professionals, they act
differently avoiding usual screws ups that would disclose incompetence
of particular officers. This is my understanding – I welcome comments.
