filling complications

filling complications
My little brother filled his AOS a few months ago in atlanta
ga.through his american wife. He moved to another address shortly
after with his wife and they did not do a change of address, and its
almost 4 months and they still have not recieved filling reciepts from
the bcis. Can anybody please help with some advise.

If they didn't file a change of address, how are the receipts going to
get to them? Do hey have proof of delivery? Was the check cashed?
