Filing fee for I-94 and I-94W ?

Filing fee for I-94 and I-94W ?
Hi,
I just visited the following USCIS page
http://uscis.gov/graphics/formsfee/forms/index.htm
and discovered that there is a $6 fee for filing an
I-94 or an I-94W at the port of entry.
Is this new?
Is this fee to be paid to the immigration officer?
I entered the US several times before Feb 2004 and didn't pay that
fee.

When you *fly* into the US, the I-94 fee is included in your airfare.
When you cross a land border you have to pay.

When you *fly* into the US, the I-94 fee is included in your airfare.
When you cross a land border you have to pay.

Yes, if you enter by land.

I suspect you did. If you flew in, it was wrapped into the ticket
price.
