File N400 while I751 is pending
Hi Anyone,
My wife filed I751 at TSC in Aug 06 and we are still waiting for the
interview letter. We got only the letter that our file is relocated to
the district office and waiting for the interview schedule. We have not
heard anything from them since.
She got the conditional card in Nov 04.
Can she file N400 before her I751 will be approved? I think she can file
her N400 in Sep 07 or Aug 07, right?
Will it slow down the whole process?

She is eligible to file N-400 within the 90-day window before her 3rd year as a PR (including conditional time), as long as she meets all the other qualifications as well.
Go to www.uscis.gov, look for the Guide to Naturalization, and make sure she qualifies in all the other areas (i.e., she's been married to you for a FULL 3 years, she meets the physical presence and time in the USA requirements, etc).

She can file the N-400 as soon as she is eligible - 90 days prior to the 3rd anniversary of the date on her green card. At that time, she must also have been married to you for 3 years *and* she must also meet the residency and physical presence requirements. The actual requirements are in the Guide to Naturalization.
She can file even if the I-751 is not yet adjudicated... in fact, filing the N-400 will force the adjudication of the I-751, so the process actually speeds up.

In some instances the I-751 interview and the US Naturalization interview occur on the same date.
In my husband's case the I-751 was adjudicated three weeks before his naturalization interview.

Same thing happened to my wife.
Yes, she can submit the N-400 90 days before the Conditional expires.
If anything it will speed things up because it will force the adjudication
of the I-175.

No... she can *not* submit the N-400 *before* the "conditional expires". That implies that she has been a PR for less than two years... and in that case she is not eligible to file the N-400.
She *can* file 90 days before the 3rd anniversary of the "resident since" date on her green card as long as all other requirements are met.
