Father to come visit
I'm GC holder and am applying US citizen. I'd like to invite my dad to visit
me (my mom passed away). Should I wait my naturalization first? or use my
GC? I was told that visa officer may deny my dad's visitor visa if he/she
knows that I'm a US citizen because my dad should apply for immigration
visa. However, my dad doesn't want to immigrate to US, he just wanted to
visit me for a short period of time. Thanks for all the advice.

He would either use the VWP, if eligible, or apply for a B2.

Your dad should apply for a visitor visa for a visit, immigrant visa if he
wants to immigrate. Whoever told you otherwise is wrong. In all cases he is
the person who applies for the visa not you.
If he can't use VWP then he'd apply for a B-2. Answer questions honestly but
don't volunteer beyond full and clear answers to questions asked.. You are
an LPR only. At your oath ceremony you'll become a USC. There's no grey area
in between.
Your residency in the US may add weight to the concern that he might use a
tourist visa to immigrate to the US and that may lead to denial. However he
simply needs to bring along ample proof that he does not intend to do that.
Evidence of ties to his home country are important.
