Default False Claims Question - Benefits Under the Act

I would like some opinions on this issue. Some argue that an individual who claims US Citizenship to receive a private loan (i.e. from a private bank) or some other form of private financing is most likely guilty of fraud (a CIMT) but I don't think this activity would rise to the level of "false claims to citizenship" for excludability purposes since obtaining private loan is not a benefit under the *Act* nor a federal/state benefit.

Perhaps it would be to your best interests to post this type of question on the US immigration board instead of the marriage-visa board. It is a general question which is not pertinent to marriage-based issues.
