Default Is an F2 visa holder eligible to study in the US?

Is an F2 visa holder elibigle to study in the US (and also receive aid
etc. ) without having to change to F1? If a change to F1 is required,
then what is the procedure and how difficult is it?

You should apply for a change to F-1. Talk to the university's
international student advisor; they issue most of the paperwork.
