F1 Refused !!!!
One got I-20 from a good college. applied for F1. His elder brother is already in US on F1 - came 3 years ago.
applicant was refused visa given the reason that parents in that "...." country can never afford to pay for two students in US at once.. But he had shown enough bank balance and money to afford both of them. He also showed good ties to his country and everything else was good. How can one not afford both if they do have enough money ? And if you have evidence just in front of your eyes.... and still you say no ???
Is it an acceptable reason for a refusal of F1 ?

I don't have all the details, but this sounds as if the visa application was done at a US Consulate in a country OTHER THAN the country of the student's nationality. (For example, the F-1 was applied for in, say, London, when the student and his family is from Bangladesh or China.)
If this is so, you may wish to try to apply again for the F-1 IN YOUR HOME COUNTRY. This permits you (a) to get another bite at the apple, and (b) to talk with a consular employee who knows your home country a little better. If you have sufficient documentation to show that your family DOES INDEED have the financial means to support two children at university in the USA, then there is a better chance that you could get approved. Yes, they would know you applied and were originally denied, but you could probably make a stronger case in your home country.
If your family is VERY well off, it is even possible that the consular employee might know your family, might know the company your family works for, etc.

They do not need a reason to deny a Visa.
And none of us were there so we are guessing/assuming what the cause may have been.

If this was not YOUR F-1 application there is probably little benefit in people here trying to figure out what happened.
