Default F1 Changing Schools

Dear Experts,
I recently entered the US on F1 visa. However when I arrived at the school
they said I did not meet all the requirements for admission and that they
could not admit me at this time.
My Questions are:
1. Whey issue an I-20 if I do not meet the entry requirement
2. What is the procedure for changing schools
3. Is it unlawful to attend a different school than the one listed on F1
visa.

No idea. Did you show up on time or miss a deadline? Was your English as good as you told them it was? Were you missing prerequisites? Did you fail to send them a deposit, pay tuition, or select your classes? Did you ask them?

2. What is the procedure for changing schools.

You need an approved I-20 from the new school. If are currently in the US and not attending school you could be removable for failing to comply with the terms of your non-immigrant status. I'm not certain how long you can stay in the US and hunt for a new school, but I'm sure it's not a long period of time. You may want to depart ASAP and sort it out before coming back. Maybe one of the experts can clarify the exact time frame. It is probably zero or fifteen days.

3. Is it unlawful to attend a different school than the one listed on F1
visa.

Yes, you need an approved SEVIS I-20 from the school and be in F-1 status prior to enrolling/attending classes.

Ask the school.

The same as applying for your original F-1.

This sounds like a pretty big mistake by the school. You should put
pressure on them to help you (transfer you out) because if they don't, they
may have caused you great damage. See the link below.

Not exactly, because you are in the U.S. You are in a difficult position,
because you have not enrolled in classes at the school whose I-20 you used
to enter the U.S.

You can apply for admission to another school and try to transfer. You
should pick a school that will admit you very fast -- consider a "university
extension" course as an interim solution.

Some schools will perform a transfer only when you have enrolled in classes
at the school from which you are transferring, and some will perform a
transfer even if you have not enrolled in classes.

Yes, but the point is that maybe you can get another I-20 issued, get a
transfer performed, and attend that school.
