I am wondering if there is anyone here who is an expert on the extinct V visa, its history, policy etc. or who may have had personal experience with it.

Doubt that you will find anyone on this forum with that experience. The V visa was for non-us citizens. You might want to try the other immigration forums.

True but the V visa is for spouses who are both non-US Citizens. A bit different.
