ETA 9035 H1B LCA lost

Default ETA 9035 H1B LCA lost

Hi
A friend of mine has lost his ETA 9035 which is a H1B LCA document.
Now he needs to go back to his country to get his H1B visa stamped.
For the H1B Visa stamp at the consulate you need the ETA 9035 LCA
document as well.
DOES ANYBODY KNOW OF ANY WAYS to get back ETA 9035 from INS or what
is the CORRECT PROCEDURE to get back his LCA?
Your help would very much help him.

When apply H1B visa at Consulte, only I-797 is needed not ETA 9035 approval.
Plus Job verification letter from employer, and W2 and tax return.

It's advisable to have it, but not usually mandatory.

The obvious place to get a copy is from the employer who filed the H-1B
petition, or from the attorney who assisted in preparing the case.

If he cannot get it from these places, he can file a Freedom of Information
Act request with the INS or the Department of Labor. That will take many
months, however.
