Default eligibility for Social Security Card

When a company applied for I-129 petition for alien worker. His case is pending now and he just received the NOA which is I-797c. Can he go to the local Social security administration and apply for a social security number. Does he have to wait till his I-129 approved before he goes and gets a Social security card.
In a case where he can't get one does the company apply for ITIN number for him till he is eligible for one?

No.

Yes.

The ITIN is not appropriate for withholding from wages. The company can put
him on the payroll (when the H is approved and he actually has employment
authorization!!) and use a dummy number for its own accounting purposes.
The company does not legally need the SSN until the end of the year when it
is mandatory to report tax withholding to the government.
