DV Lottery, F-1 Visa, Adjustment of Status

Hello folks I've got a question...
I have just recently returned to Ireland from the US after successfully
completing a J-1 visa program. I am not subject to the 2 year HRR. I am
now in the process of applying for an F-1 visa, so I can return to the
US in August to begin studying. I received my I-20 from the college I
plan to attend before I left the US so I just need to call the embassy
here in Ireland and schedule an appointment. So all in all I shouldn't
have a problem obtaining my F-1 visa.
Now I had previously applied for the DV-2007 lottery while in the US
not really thinking that I'd get it. I had put down my address in
Ireland as I assumed that I'd be back there when the results were
mailed.
Lo and behold today I got the letter saying I've been selected for the
lottery! Now what I want to do is obviously get my green card but as
it's not 100% guaranteed I plan to go over to the US on my F-1 visa and
then apply for a change of status there as soon as the fiscal year 2007
starts on October 1st. What I want to know is can I do this? Or do I
have to wait in Ireland and go the consular processing route. And is
there a better chance of getting the green card either way?
Any help would be greatly appreciated!!

There is just aminor thing, F-1 is an inherently non-immigrant visa. And since you applied for a DV lottery and are planning to pursue that route it would be inappropriate for you to go get F-1, moreover, your name is probably already in the system as DV lottery winner and they may have hard time granting your F-1

What you have got to do is REVEAL to the Consulate that you filed for DV -- this is a "petition" and the DS-156 asks about it. This might or might not create problems with the F-1.
However, failure to reveal this is a "misrepresentation."
There is a doctrine of "dual intent" which the consulate just might buy.

well, being selected, does not mean that you actually gona get GC, it is a long process. So u just go to USA, be there ligally and enjoy. I dont know if you have to let KCC know change of address...just find some info about that
and another important thing is that application for DV lottery is not application for immigration visa, so u dont have to tell officer about DV lottery unless he asks about it..as well as u dont have to mention in the formsthat u applied for immigration visa, as being a participant of DV lttery and applying for immigarion visa is completely different things.

Since you risk not getting F-1 because of winnign DV, why not wait till
DV is done. If you don't get the visa, then apply for H-1. Just
enterign the lottery is not the same hting as applying for residency in
US and so when you apply for F-1 after not getting DV visa, you are
free from having to lie.
