Forget it. The chance that you win is close to zero. Unless you are from Albania,
which seems to defy the law of statistics.

That's because Albanians have extremely high participation rates. Perhaps the
instructions for the lottery are printed on the back of their passports

I think it still is the case that only 3750 people (not sure about the exact number,
this is from memory) from any single country were able to get the GC. So even if
there are 20,000 people selected from one country (happened years back with Poland,
now seems to be replaced by Albania), only 3750 people from that country would be
able to get the GC. Another reason why they select 100,000 people to begin with.

Where can you find the names (can you?) of the winners? Do you have to wait until INS
informs you in mail to know if you are one of the lucky ones?

You have to wait until you receive a letter. If you don't receive a letter saying
you're a winner, then you didn't win. There is no official list of winners or
losers anywhere.

Yes. People who 'lose' the DV lottery are never notified

I think the whole story with the DV in Europe is getting kinda strange. It's already
May and there is still nobody who received their notification in Europe. (As far as
we can rely on the fact that winners usually share their happiness here on
newsgroups). There has not been a single message like this. Or maybe I got the whole
thing wrong, and it´s not like it was in the past.
Nevertheless, I would appreciate if you guys could give some comment on this issue.

I have as well the feeling that Europe hasn't started yet. (Or at least that's what I hope)
Every year I heard of people I know who won. This year so far it's been total silence. I guess it's waiting and hoping for now.

Inon and others,
They have already notified South America and Oceania. This means that they should
have notified Europe by now (if sending notifications alphabetically).
However, not a single person from Europe has bragged of having won, so I think Europe
will be last.
