The word "expidit" and "DOS" do not go together.
If anyone did know how they would be able to become very rich, I would
think.

Something one should know about almost all government agencies is that
nobody gets paid more for doing more, or gets penalize for doing less. It
does not matter to anyone whether or not a job is completed fast or slow,
the bi-weekly pay would not change a bit. There is no incentive for doing
great except the individual's self motivation and personal pride to do a
good job. Unfortunately, even everywhere else in any society or
organization, that is not a very common trait.

Let me phrase my thoughts together.............
My J1 visa is expiring in July month. I know there is 30 days grace
period to stay once your J1 visa expires. My J1 waiver has been
pending with DOS for more than 3 months. Is there any other way to
continue on some other visa........I am under pressure of time running
out of the hand........Please tell me if anyone have any
ideas..........

Hunter said it best.
3 months is equal to only a few hours in DOS time.
There is no way to rush any application through.
The J-1 visa is suppose to be very specific. You should have known this
when you got it.
All I can suggest is that you wait and wait and wait like thousands of
others do.
If the visa expires and you have not received a waiver my suggestion is
to leave before the 30 day grace period ends.
I wish you luck. That is about all anyone can do.

I don't understand something. If your waiver comes through, what visa were
you planning on staying on?

I have to assume it is a waiver for the J-1. So, he will be here on his
J-1 visa.
I admit I know nothing about a waiver of the J-1 except the 2 year ban
waiver. If that is what the OP is talking about he will still have to go
home and apply for another visa.

the J-1 waiver usually refers to a wavier of the need to go home for two years after the J status is done.
The OP doesn't mention what type of status he plans on staying in the US with.. I'm curious to know too.

That explains it.
Even if your waiver comes through, and assuming your H-1B is exempt from the
cap and is approved for a start date of Oct 1, you'll still need some type
of other status for September, so F-1 may be one of the few options
available to you.

No. That should not be a problem.

It depends. To figure out whether your H-1B petition is subject to the cap,
refer to section C on the I-129 form, which you can find here:
