Re: deportation issue
If you are a US Permanent Resident, you don't have a visa. Do you mean your 10-year green card?
I believe US PRs are allowed to vote in some small local elections, but I assume you are talking about the Presidential election?
You need to consult with an immigration attorney.

Re: deportation issue
Your neighbor is an idiot... and you can tell him I said so.
Go ahead and file.
No.
So long as you did not claim to be a US citizen, you'll be fine. If you did claim to be a US citizen in order to vote, then I agree with Rene - contact an immigration attorney. Note that there is a difference between you claiming to be a US citizen, and a county clerk assuming you're a US citizen and registering you to vote.

Re: deportation issue
Have you been formally reported for this? Do the authorities know about this?
Have ICE visited your home to tell you will be deported.

Re: deportation issue
My understanding is that at most would affect a citizenship application.
Again, due process sits between this and what you might have done.

Re: deportation issue
My advice would be to never mention it again if you didn't state you were a US citizen. If you haven't lied at all, you have nothing to worry about.

No to all of those, my neighbor was the one that said this about being deported, I did not check the box that asked if I was a us citizen

I think you should consult with a professional immigration attorney. It may well be their advice to leave the hornets nest undisturbed and not to file!
