Default denied poe-waiver needed?

Back to an old topic. My husband has never been to the U.S, but was denied at the POE when he tried to come. The officer felt he had immigrant intent because he was unemployed. He does own a house and was taking retraining courses.

my question is under section 212a (7)(A)(i)(I),(4) or (6) (can't read the writing, will he need a waiver and does anyone know what any of that means.

Thanks,

Donna
