Cut off date

National Visa Center sends me final packet 3: your petition ... is current and visa
numbers should be available with in next few months.
DOS visa bulletin hasnt been changed for alomst 12 months !! Not current. I have been
waiting since september 2000...
My priority date is 5 days after the cut off date.
Lady at NVC told me to go ahead complete all the paper work of packet
3. Local INS office will not deal with me till I fall before cutoff date.
What is current what is not? I am confused. Please help. Should I go ahead apply for
adjustment of status in US(even though they have sent my case to India) regardless of
cutoff date current or not.
