Has H-1 B quota for 2004 already reached? Anyone knows? How can I
find out? Needs to know urgently.

So for 2005, when will they start issuing H-1B?
If H-1 B for 2004 can be issued now or later this year, I assume that
people will only be able to use those in 2005, i.e start working in
2005, right?

Nope. It seems that there are currently unusually few H1 applications:

"The USCIS has reported to the AILA that the incoming H-1B cap petitions have
recorded unusually low contrary to the speculations."

I won't be either. It will be nice if there is a website
indicating such info, well only if it is kept up to date.
