continuing F1 status

continuing F1 status
Hi,
My plan to maintain my F1 status is in the half way. The admission office have notified me that my application to their program is successful. But my concern is dealing with international office (ISO), since I beleive that I have to change my I20 (btw this will be my 2nd master, I move to other school), and the problem is, I am using public benefit (medicaid for delivering my 2 babies) and in the hand book of the ISO, it is stated that, International student should not using any public benefit, since the state social service has connection to the INS,by doing this, I will loose my status, this becomes my concern to proceed my I20. Do you have any solution for this?
