Hello,

I am the beneficiary of an immigrant visa petition under the family category. My case
(Priority Date) is about to become current soon. I have not yet received the Packet 3
from the NVC nor the Consulate.

Is it possible to download the requisite forms, fill them and forward them to the
concerned Consulate to start the Consular Processing, even before your date
becomes current ?

Even if it is so, do I absolutely need the "case registration number"to fill and send
those forms ? I tried contacting the Consulate in India about the status of my case;
they replied stating that NVC will forward the Packet 3 only when your date becomes
current. Is it so ?

Earlier this year, my brother, who had a different priority date, got his packet
3months in advance and started his consular processing even before his case
became current.

Is there anyway of knowing the "case registration number" from the NVC ?

You could download some forms (OF 169 and OF 230 Part I) and fill them out and send
them, but you will not know whether they are correct.

NVC is supposed to forward Packet 3 when your date is close to becoming current,
within 3 months or so.

Yes, you can call the NVC at 603-334-0700.
