If a person is mentally ill, can she ever apply for US citizenship?
Can a person who never worked in US and not a student either apply for

It depends. Usually, the condition is that the person is capable of
understanding the meaning of the oath of citizenship and capable of taking
it. I think in theory, this can be waived for people who are genuinely
incapable of it, but you should verify it with an immigration attorney
first.

Yes, that shouldn't be a problem.
