This is misleading... the child does not need to be residing in the US. The child merely has to enter the US with PR status and, assuming the child is under 18 and is in the legal and physical custody of a USC parent, the child will automatically become a USC. "Residing" in the US is not a specific criteria - merely entering the US fulfills the requirement.

In this case, if the child fulfilled all 3 criteria then she was a USC at that moment and can not now lose that status even if no longer residing in the US.
