Default Canadian kids want to study in US

I'd highly appreciate an answer to the following question:

A friend of mine, and his family, became Canadian citizens 2 years ago.
While my friend wants to temporarily return to his native India, he
wants his high school going kids to stay with his brother in the US and
go to school there.

What are the legal issue involved? Can the kids go to school there?
What if my friends' wife rents a place and lives with the kids (not
considering a NAFTA approved job)? Can she live in the US and send her
kids to school, on the basis of her Canadian citizenship?

They would need a F Visa, and a school that takes international students.

Might be expensive to say the least.

Most private boarding schools ($$$$) will accept international students. They would have to get F visas.

Canadians can't just up and move to the US. They have to qualify like everyone else. They do have an advantage in that they have the TN route open to them, but other than that, your friend's wife and kids can't just decide that they like it better south of the border and move.

Why don't the wife and kids stay in Canada and go to school there?

As others have said, Canadians do not have the right to live and work in the US without the proper visa. There is no visa that would be immediately available for the brother-in-law to petition for his sister-in-law and nieces. They might try for a student visa but don't know if that is available for high school students.

Take the wife and girls back to India or let them stay in Canada. Isn't that why you migrated there, i.e. for a better opportunity in life?
