Can UK citizen travel to the USA after being convinced in the UAE
Can the UK citizen travel to the USA without visa after being convicted in the UAE? It sounds astonishing that visa waiver program is no more applicable in such cases.
After the crisis begun in the UAE, the only way out was to leave the country without paying the remaining debts. Not paying the debts is considered as a criminal offence in the UAE. It may happen that someone is imprisoned because owing even the minimal debt. It may sound illogical, but you can not earn money to pay your debts because you are imprisoned.
I can not believe that USA would support such policy. However, the US embassy in London gives the following instructions:
What if I was convicted in a country other than the United States or the United Kingdom?
When applying for a visa you are required to submit with your application the following additional documents:
• a completed personal data sheet, Form VCU1 (PDF 64Kb);
• A police certificate from the ACPO issued less than 6 months before your visa interview
How to convince the officer in the US embassy that UAE debts do not deserve such cruel treatment. But, even the granting of such visa is of no help. How to convince the immigration officer at the POE to let me in? He may simply send me to the secondary inspection.....

EDIT: Not sure what the ACPO has to do with anything. They are UK... nothing to do with the UAE.

Are you sure you do not qualify for the VWP? The criteria are certainly complicated, but they are NOT whether you have ever been convicted of anything.
The embassy is too big for their boots in their interpretation of the law.

Assuming that your conviction in the UAE is not a crime in the US then you have 2 choices. 1. Apply for a B2 visa - take the necessary documentation as you suggest. 2. Use the VWP and IF asked at POE about previous convictions be honest. And again, assuming that your conviction in the UAE is not a crime in the US then why would the be any CIMT issues - visa or VWP?
