Can a Permanent Resident File I-129F ?

I'm a US permanent resident since January '97 , lived in the US for the past 10 years
(got here on a work visa and got my GC through employment) . I'm trying to find out
how to bring over my girlfriend from Romania .

I know we could wait to get my citizenship supposedly sometime next year and get her
here after that the I-129F route . I was wondering if there are any other ways that
would take less time , since neither of us is getting any younger ;-(

Can I file the I-129 while not a citizen yet ? Is there any other way ? Any answer,
pointers or other info would be greatly appreciated .

no you can't file the I 129F until you are a citizen, I'm not really sure of other options but you may want to check out this website:

You could always marry and then bring her here,
