Default can one cancel student visa and convert to visa waiver tourist?

My friend from Italy came to the US on an F1 student visa. After a
quarter of study he dropped out and is now in the 60 day grace period
till he has to leave the country. Can he cross the border to Canada
and then reenter as a visitor on the visitor waiver program for 90
days? If not, what's the alternative?

Hmm, somebody who drops out doesn't have the 60 day grace period. It is only
available for people who graduate.

First of all, he should check if the 60 day grace period applies after dropping out of a program -- I would have assumed it kicks in only after you graduate, so he may have immediately gone out of status.

As for going to Canada and reentering immediately; they might let him back in, they might not. I expect he'd have a better chance if he at least left the country for a few weeks rather than a day or so, which I guess is what he's considering.

Otherwise, he might be able to apply to switch status from F1 to B2 while still in the country -- others on the board may know if this is doable or not. I have heard of it happening, but these days it might be difficult to do.
