Default Can an L1 holder be a dependent of an H1B applicant?

I have an L1B visa, my wife holds an H1B.
Neither of us have the dependent visas (H4, L2).

When one of us files the I-140/I-485, can he or she claim the other as a
dependent, even though we don't have the dependent visas?

Yes, no problem, and a very common situation. The I-485 is completely
independent of your non-immigrant status.
