Default Can I get an F1 Visa without an J1 Waiver?

Hello, I just have a quick question.

I applied in Jan. last year (2006) for a J1-Waiver. The documents got
lost several times and I had to resend and fax them to the Waiver
office.

After several phone calls I found out that the officer who has my case
is sick and I can not expect to get a decision anytime soon.

My question is, can I still apply for an F1 student visa even I do not
have a J1 Waiver yet? I will get the waiver sooner or later but do
not want to wait much longer to continue my studies in the US.

Thank you

Mike

Are you saying you are in the US on a J-1 which has a 2 year homestay requirement that you have applied to waive?
