Can a F1 VISA start work while H1B is processing?

My wife applied for an H1B visa in Feb, 01, and was just informed by her lawyer that
the department of labor should grant her a "F1" (?) visa. From that, the H1B is next,
but will take about 3 more months due to the "current chaos"....
My wife is Malaysian, recent graduate, and will be working as an engineer for a
multi-national company.
Does it take this long? She was originally told that it takes ~3 months. Now, its
5-6 months...
Also, can she work while the H1-B is in process?

The lawyer files for a LCA (Labor Condition Attestation) with the DoL. Once the LCA
is approved, the lawyer files the I-129, which is the H1 application.

The Department of Labor has nothing to do with F1 visas. F1 visas are for students.
The lawyer files for a LCA (Labor Condition Attestation) with the DoL. Once the LCA
