can a dependent travel ahead the principal applicant?

Default can a dependent travel ahead the principal applicant?

My father, the principal applicant (my mother as his dependent) was petitioned by his brother in the states thus his petition is under F-4 category. Recently, my mom's medical results were already released but my dad's results were put on hold for the doctor needs a second opinion on his x-ray exam. Their interview is scheduled on Feb. 3, 2005.

Questions:

1. If the doctor diagnosed that my father has a respiratory problem, can he still proceed with his interview? How will this affect their application to migrate to the US?

2. Can my mother being a dependent applicant migrate ahead of my dad who is the principal applicant?

(my parents are based in Manila)

No. The dependent can always only travel with or later than the primary
applicant.
