can cousin sponser for immigrant visa

Default can cousin sponser for immigrant visa

hi to all
my cousin ie. mothers, brother s son has a greencard and has been living in US for over five years.
My question is can he sponser me to get an immigrant visa?
if so how long approx. is the process if all paper work is in order.
is that filed where my cousin lives or where the intended immigrant wishes to live.

Sorry, cousins won't work ..family based visas go down as far as brother and sister... and they are on about a 12 yr wait at present

Can greencard holder apply for brother and sister? I thought only US
citizen.
