Not something I did, but I know a few who worked across the US at that sort of age on a B.

Also the OP may not think it is fair that the CO may just look at the forms that are presented and denies the visa without letting the person speak but that often happens.

But that's the irony, isn't it? If not for the VWP, he would need to apply for a B2 and would be far more likely be approved than he otherwise is.

Of course, there's still no guarantee that he would be given a >90 day stay on entry, but at least he'd be closer to it.

Yes, there is that, but committing an assault or minor robbery to disqualify oneself from the the VWP is a bit extreme.

Except the chances of a 20 year old getting a B-2 does not appear to be great. There have been many 20 year olds on BE from non visa waiver countries that were denied a B-2 visa when they thought they had everything needed for the visa.
