B-1 Administrative Processing
Recently I came across a message posted by someone in India at message
boards of visapro.com that some Indian consulates are taking 5-6 weeks
extra to process certain B-1 and F-1 visas. The consulates say they are
keeping them for administrative processing. I even found the news that
the consulates have posted such notice on their website:

I was wondering what do the consulated do in administrative processing?
Do they forward the case to DOS and then DOS carries out certain
investigations? This is happening only for software and hitech-sector
employeer.
Does anyone know any details. This really sounds interesting to me.

It's been commonplace for the last few years. It's typically for
a security check to try to make sure people aren't terrorists.
The details of whom they choose to check and what they check are
not public, but it involves a search of FBI databases among other
things. All Consulates around the world are doing the same thing.
Some H-1B applicants have had to wait 18 months or more for
approval, though they're usually going through a lot faster than
that these days.
