Default Automatic citizen or not?

My niece came legally as pernament resident with parents when she was
1 year old in 1986.
Her green card has no fingerprint on it and she never renews her
greencard after her 14 year old age.
On 1999,at her age 14 years old,her father became a citizen of United
state of America through the naturalization.
Some say she already became a citizen automatically and some say her
parent must have been filed N-600 to claim her citizenship.
Now she tries to get her a certificate of citizenship OR to become a
citizen.
She is now 18 years old.
Here are some Qs I need your help.

1.Some say she is not a citizen because her parents never filed N-600
and she has no proof showing she is a citizen.Now she is 18 and N-600
must have been filed before she reached 18.

2.Some say she need to file I-90 and N-400 together since she never
renews her greencard when she was 14.

3.Some say she is already a citizen and her father can file N-600 even
now to get the proof she is a citizen.

Which is right?

She became a US citizen automatically when the Child Citizenship Act of 2000
took effect in Feb 2001. She must have been a US Legal Resident at that time
under 18 years of age and living in the US with at least one US citizen
parent.

Search Google.com and use the keywords "Child Citizenship Act of 2000"

I am looking at the child citizenship act on department of state
website(http://travel.state.gov/childcitfaq.html) and INS
website(http://uscis.gov/graphics/services/n...esiding_us.htm).
Department of state website states the child "must be residing" with
US citizen parent and INS website does not state anything about "live
in with US citizen parent".
The reason why I am asking again is her parents is divorced at Jan
2001 and she has lived with her pernament resident mother.Like I
mentioned early,her father became a citizen on 1999.

She does meet all requirements stated on INS website.
She has one parent who is a US citizen,
She was under 18 on the date her father naturalized,
She was admitted to the US as an immigrant.

However,she is not living with a US citizen father.

What do you think? You think she is able to get certificate of
citizenship?
I was looking at N-600 form and didn't see any Q that she is living
with her US citizen parent or asking her past address.

Before I saw your posting,I called INS and asked them she is a citizen
or not and they only asked me she was less than 18 year old and came
as immigrant visa.

If she was living with her American father on 27 Feb. 2001, or on any
day after that date, then I believe she would have become a US citizen
automatically as of that time -- and she would still be a citizen now,
even if she is no longer living with her American father.

But if she stopped living with her father before that date, then I
really don't know if there's any way the new law would apply to her.
