Default Applying for a new Social Security Number

Hi All,

I need help with this. Is it possible for someone who was previously in
the US as a student who had a social security number to apply for a new
social security number as an H1-B holder? Do the Social Security office
check for previous SSN in time of applying?

Regards,

Hi:

If there is damn good reason for a new one, e.g. identity theft, it is possible. But difficult from what I hear.

Any particular reason you are thinking of changing the number? BTW, make sure you have an ACTUAL number issued by the SSA. Becuase many schools use the SSN as an identifier, they would use numbers from series that are NOT used by SSA for student identification. If memory serves me correct, the unused series are listed on the internet.

Hi,

Thank you for your reply. I know that once you get your SSN, it will be
forever. However, I was asking whether if is it possible if someone
tried to fool the Social Security Office by applying for a new SSN
without telling them that he/she had one already?

Now what good reason could you possibly have for wanting to do that?

Well, one reason for this could be, that person has bad credit, so by
applying for a new SSN, then he will establish a new fresh life. I am
not trying to know how to commit fraud, I am just asking whether the SSA
will check if someone is trying to fool them by applying for SSN and
pretending that he or she never had an SSN before, so anybody can help
out with this question??

Fooling SSA on purpose and lying on a government form, IS some kind of fraud. If you have bad credit, you are supposed to work on it slowly, and build it back up again. Have a consultation with a financial consultant, there are lots of ways of building up bad credit. Lying to the government isn't one of them.

It's not likely that you could do it, because the system normally flags applications that the information submitted matches the info of a SSN record that already be established. The other reasons are SSA verifies the immigration status of everyone that's not a U.S. citizen, so if you tried using fake documents immigration would probably catch that. If you tried passing yourself off as a U.S. citizen SSA verifies the birth record of every U.S. born citizen over the age of one that applies for an original SSN and card.

Plus Section 208 Title II of the Social Security Act
http://www.ssa.gov/OP_Home/ssact/title02/0208.htm

from any person, or for any other purpose—

(A) willfully, knowingly, and with intent to deceive, uses a social security account number, assigned by the Commissioner of Social Security (in the exercise of the Commissioner's authority under section 205(c)(2) to establish and maintain records) on the basis of false information furnished to the Commissioner of Social Security by him or by any other person; or...

shall be guilty of a felony and upon conviction thereof shall be fined under title 18, United States Code, or imprisoned for not more than five years, or both.

There are reasons that some could get a second SSN. Being stalked or harrassed, idenity theft, adopted child. Other for an adopted child the second SSN is crossed refered in the system, so first number is still going to be the person's SSN.

Now with Enumeration At Entry people have been assign two number because they have checked off on the DS-230 to be assigned an SSN through the immigrant visa process and also apply as soon as they get here and both get processed.

I believe SSA publication 05-10633 is no longer avaliable.

This if correct is something I haven't heard before:

"The 2000 and 7000 series serial numbers are special. These ranges are not
assigned in chronological order. Rather, every fifth applicant is assigned
a serial number in one of these ranges. These serial number groups
represent a random sampling of SS participants and are used for statistical
analysis."

ITINs issued by the IRS are formatted like an SSN and all begin with "9".

9XX-XX-XXXX

I think in the past some schools have also got ITINs for students that couldn't be assigned an SSN, but IRS has tightened up the procedures for issuing them.
